Small Area Plans for Potomac Mills and Tackett’s Mill

Neighbors, yesterday I directed County staff to begin preparing Small Area Plans (SAPs) for Potomac Mills and Tackett’s Mill.

Here’s why this matters: these are two of the most important places in the Occoquan District to get revitalization and reinvestment right — not just new development, but the kind of strategic redevelopment that improves daily life.

A Small Area Plan is how we do that. It creates a community-informed vision and a practical roadmap that ties together:

– land use + zoning

– mobility and traffic safety

– infrastructure + utilities

– redevelopment and economic development

– sustainability and resilience

– and the incentives/tools that make reinvestment actually happen

This builds on work already underway — including the County’s Minnieville & Old Bridge Road Intersection Study, which is a key node for Tackett’s Mill and one of the places we have to tackle safety and operations if we want the area to function better.

It also aligns with the direction of the 2040 Comprehensive Plan, which was adopted in 2022 and includes major activity centers like Potomac Mills as a focus for future growth and redevelopment.

My goal is simple: make it easier for families to live here, get around safely, and access jobs and amenities — while giving the community a real say in what comes next.
