How to Speak at the Dec. 12 Digital Gateway Hearing

The Board of County Supervisors will hold public hearings for the three rezoning cases for the Prince William Digital Gateway on Tuesday, Dec. 12, 2023, at 10 a.m. The meeting will be held at the McCoart Building, Board Chambers, 1 County Complex Court. Please see map for public parking, media parking and staging areas.

For those wishing to speak on any of the rezonings, signups will begin in person at 8 a.m. in the McCoart atrium. The building will not open to the public before this time. To speak remotely, sign up online by 5 p.m. on Monday, Dec. 11.  Board Chambers will be closed to the public until 9:30 a.m.

In-person speakers will be given a number, which reflects the order in which they will be called to speak. This number, provided by County staff, is required to speak. If a speaker isn’t present when their number is called, they must wait until the end of Public Comment to speak. Remote comments will begin after all in-person speakers have been heard.

The meeting will begin with presentations from the project applicants and staff on all three rezoning applications, followed by an opportunity for Board members to ask questions. All three public hearings will then be opened, running concurrently, not consecutively. This means that members of the public who have signed up to speak will have up to three minutes to speak for each public hearing, for a total of up to nine minutes if they choose to speak on all three. Those representing an entity/organization qualified under the Board’s Rules of Procedures will have up to five minutes to speak for each public hearing. Speakers will be asked to identify their name, the Magisterial District in which they live, and the public hearing they are addressing. If speaking on behalf of an organization, the speaker will need to request five minutes when they come to the microphone and give the name of their organization.

Once all registered speakers have spoken, the Chair will invite anybody who hasn’t spoken to do so.  After any individual who hasn’t spoken has the opportunity to do so, the Chair will close all three public hearings. The Board will then have a discussion on any motion(s) for action on the applications.
